The Business Analyst provides subject matter expertise and analysis to support operational effectiveness for our Texas State, Tax and Title business functions. Responsible for driving process improvement by seeking out and identifying opportunities and business process definition and defining and documenting processes and procedures. When new processes are identified act as a liaison/strategic partner between development teams, vendors, and other departments to drive implementation.
Reviews business rules, operational processes, and procedures to make recommendations that support operational enhancements in accordance with applicable Texas tax and title laws, rules, and customer contracts
Performs periodic audits to assess vendor performance relative to business rules and vendor contract provisions; reports findings and recommends opportunities to enhance service delivery
Responsible for communication with counties, vendors, and offshore partners as it relates to the ongoing acquisition and ETL processing of tax records and data
Troubleshoots a wide variety of complex tax data problems and identifies solutions within broad application of functional expertise
Exercises judgment within defined procedures and practices to determine appropriate action
Defines business process requirements, researches alternatives, prepares presentations, drives solutions, gains consensus, tests to confirm, and implements solutions for a specific business need.
Drive internal and external process improvements, consulting with cross-functional teams to understand needs and pain points related to tools support, solve workflow problems, and ensure internal tools and automation systems are fully leveraged
Use creative skills to identify and recommend automation and application improvement
Requires BS degree or equivalent combination of education and experience
4- 8 years of directly related business analyst experience
Related tax and title industry experience a plus
Strong written and oral communication skills to define business and technical parameters and lead team to meet business requirements
Familiarity with data querying, reporting, forecasting, analysis, and operations research, including statistical methods and modeling
Effective organizational, planning and time management skills
